Klimapakt fir Betriber Day: Luxembourg companies mobilised for energy transition and decarbonisation

The first edition of Klimapakt fir Betriber Day was held on April 3, 2025, bringing together decision-makers, experts, and companies to focus on the energy transition.

Organised by Klima-Agence and Luxinnovation, the day showcased concrete solutions for decarbonisation, energy efficiency and sustainable mobility, in the presence of the Minister for the Economy, SMEs, Energy and Tourism, Lex Delles, and the Minister for the Environment, Climate and Biodiversity, Serge Wilmes.

A program full of exchange and interaction

The day was structured around conferences, interactive workshops and inspiring testimonials. The day was structured around conferences, interactive workshops and inspiring testimonials. The morning was devoted to themed sessions, giving participants the opportunity to explore topics such as electric mobility, electricity sharing, the monitoring of measures put in place and the training on offer in relation to decarbonisation.

In the afternoon, German expert Michael Heim delivered a keynote presentation demonstrating how decarbonisation can enhance the competitiveness of SMEs, using practical examples and collaborative approaches.

Inspiring testimonials

Luxembourg companies shared their experiences of projects ranging from the installation of photovoltaic panels to electric mobility in the craft sector. These examples show that the energy transition is not only possible, but also beneficial. They also highlighted the importance of raising awareness among both employees and customers to ensure the success of these initiatives.

This initiative is part of the development of Klimapakt fir Betriber, a national programme designed to provide companies with the tools they need to work towards a more sustainable future.

Photovoltaics: call for tenders for ‘agri-PV’ projects in Luxembourg

The Minister for the Economy, SME, Energy and Tourism is launching a second call for tenders for the construction and operation of new photovoltaic power stations in the Grand Duchy of Luxembourg. The call for tenders relates exclusively to the installation of so-called agrivoltaic power stations (‘agri-PV’). The aim is for these ‘agri-PV’ power plants to deliver threefold benefits in terms of renewable electricity production, agricultural production, biodiversity and nature protection.

Participation conditions

The call for tenders is divided into three lots and five categories, each with its own specificities regarding the type of land and crop:

  • Lot 1: Vertical bifacial panel power plants or Tracker (power > 100 kWp and ≤ 5 MWp)
    • Category 1: Grassland used for forage or grass production.
    • Category 2: Grassland used for livestock farming (including poultry farming).
    • Category 3: Arable land for all crops (including special crops).
  • Lot 2: Photovoltaic canopies (power > 100 kWp and ≤ 5 MWp)
    • Category: Special crops.
  • Lot 3: Ground-mounted power plants (output > 100 kWp and ≤ 5 MWp)
    • Category: Grassland and arable land.

Other conditions

  • Power stations on buildings are excluded, as are defined non-eligible areas.
  • An active farmer must be involved in the project and hold an equity stake in it.
  • A concept must be submitted outlining the agricultural project and demonstrating the improvement in the ecological quality of the area.
  • Successful projects benefit from a market premium contract for the injection of the electricity produced for a period of fifteen years.

Dates and conditions

The detailed terms and conditions of the call for tenders are described in a set of specifications. The specifications are sent by e-mail to anyone who requests them at the following address PV@eco.etat.lu.

Deadline for submission of projects: 1 September 2025.

Maximum volume of power to be remunerated: Lot 1: 35 MWp; Lot 2: 15 MWp; Lot 3: 25 MWp.

Maximum bid prices: Lot 1: €130/MWh; Lot 2: €150/MWh; Lot 3: €110/MWh.

Award: To the best price; but at least two projects per category (1-5) and, as a priority, two projects ≤ 2 MW per category.

Implementation: In principle, the power plant must be built and feed electricity into the grid within twenty-four (24) months of the award date.

Prolongation de l’aide temporaire impact environnemental

Communiqué par le ministère de l’Économie

Le ministère de l’Économie a décidé de prolonger l’aide temporaire à impact environnemental pour une durée de 7 mois. L’aide temporaire à impact environnemental sert à inciter davantage les entreprises à investir dans des mesures qui améliorent substantiellement leur impact environnemental, par exemple à travers:

  • l’augmentation de l’efficacité énergétique,
  • la production d’énergie à partir de sources renouvelables,
  • la diminution de la consommation et de la pollution d’eau,
  • le recyclage et le réemploi de déchets.

L’amélioration substantielle de l’impact environnemental de l’entreprise doit être évaluée par un expert indépendant agréé en la matière.

Tout entreprise disposant d’une autorisation d’établissement peut solliciter cette aide pour couvrir une partie des coûts liés à des investissements dans des actifs corporels tels que des machines et équipements, ou des panneaux photovoltaïques ou encore ceux liés aux travaux d’extension ou de rénovation de bâtiments servant à l’activité artisanale ou commerciale. L’entreprise doit obligatoirement passer par un Conseil auprès de la House of Sustainability, qui donne son avis sur le choix de l’expert et accompagne gratuitement l’entreprise dans les démarches d’introduction de la demande d’aide.

Tout en ne dépassant pas 100.000 euros par groupe, l’intensité maximale de l’aide par projet ne peut dépasser au maximum:

  • 70% des investissements éligibles pour les petites entreprises,
  • 60% des investissements éligibles pour les moyennes entreprises,
  • 50% des investissements éligibles pour les grandes entreprises.

Pour chaque projet d’investissement, le montant de l’investissement ne peut être inférieur à 7.500 euros.

La nouvelle date limite pour l’introduction de la demande d’aide est le 30 juin 2025.

Info session: electromobility in craft businesses

We are continuing our series of roadshows for craftsman this autumn, with the aim of exploring electromobility and capitalising on the experiences of those who have already made the switch.

The Chambre des Métiers and Klima-Agence invite you to the next information sessions on electromobility for craft businesses as part of the Klimapakt fir Betriber programme, a government programme to support the efforts of Luxembourg businesses in the field of decarbonisation and energy transition.

The next sessions will take place on the 5th of November from 5.30pm to 7.00pm at CLK Constructions in Mertzig and on the 7th of November from 5.00pm to 6.30pm at SOCOM in Foetz. At this session, all the practical tools available to companies will be presented. The event will also provide an opportunity for companies and other players involved in this approach to exchange ideas.
